Approval flow for members

A member can drive a project to the pay wall, then ask a manager or owner to unlock.

A member can take a project all the way to the pay wall: the proposal, the preview, the Production list.

They cannot open Stripe. They click Request approval. A manager or owner, on that same project, completes unlock or the Production checkout.
