Request approval

Members cannot pay. They ask a manager or owner to unlock a Blueprint or a Production order.

Member cannot pay. When the Blueprint or a Production order needs a card, they send Request approval.

That call is POST /api/app/projects/:id/request-approval. A Manager or Owner anyone with approval.grant and project.pay unlocks from the same project.
