Choose items and pay

Mark the items you want. Leave a note on each item if the engineer needs context (which environment, which SLA, which dataset).

Pay once. Checkout is Stripe Embedded, same pattern as the Blueprint unlock. POST /api/app/projects/:id/production/checkout starts it; the webhook (and a session fallback) records the ProductionOrder.

Roles with project.pay pay. Members request approval.
