The scenario spec
A technology-free spec of the problem, sources, rules, flow, workload, and acceptance written before the stack is decided.
The scenario is the spec without technology: problem, sources, rules, flow, workload, acceptance, golden set.
It is written in the same first call as the Architect. You do not open a Scenario mode in the chat.
If the agent still has a question after that call, FOLLOWUP can run answer_scenario_question. Discovery rounds are set to zero in production: every question is asked once, up front, on the intake card. Whatever is still unknown becomes an explicit assumption on the card.
